Purpose

A procedure outlining the operation of the lifeguard buggy is essential to ensure safety to visitors and lifeguards, efficiency in responding to emergencies and daily operations, and compliance with Queensland government regulations.

The Lifeguard buggy is stored within the storage unit near under the southern carpark exit ramp. Entering and exiting the carpark is done via numberplate recognition.

Procedure

1. Usage

The Lifeguard Buggy is a registered vehicle. Driving on areas other than parkland boundaries you must follow normal Queensland state road rules i.e., Roadways outside Parklands site. All employees driving the buggy must have at least a provisional driver’s license from Queensland Transport and receive a buggy induction from the lifeguard in-charge or lifeguard supervisor.

Driving of the vehicle is only to be done by uniformed staff and/or the Lifeguard Supervisor for the purpose of work-related matters.

These include:

  • Transfer, care and treatment of designated patients within the parklands.
  • Set up and pack up of lifeguard service.
  • Set up and pack up of event first aid.
  • And any other operations at the discretion of the Lifeguard Supervisor or Lifeguard in-charge.

2. Inductions

All drivers must have completed an induction to the buggy prior to the commencement of driving.

Topics covered in induction are:

  • Normal driving procedures – including South Bank Parklands rules.
    Set up and pack up
  • Emergency driving procedures
  • Patient Transfer
  • Pre-operational Checks

The lifeguard is then to sign buggy induction paperwork provided by South Bank Corporation to finalise their induction.

3. Normal driving operations

  • Maximum speed of 10km/h
  • Driving is only permitted on pathways extending through the Parklands.
    • Grass, gardens and non-stipulated pathways are not permitted unless in emergency situations (Refer to emergency driving operations).

4. Emergency driving operations

  • Drivers are permitted to travel to a maximum speed provided public safety and property has first been considered.
  • Drivers may use the horn to warn the public of an emergency vehicle approaching in place of a siren.
  • Drivers may travel on non-designated driving areas if it is necessary in an emergency.

5. Start of shift and end of shift procedure

Start of the day checks:

  • Check vehicle is fully charged.
  • Check vehicle has not sustained any damage since last operated (all damage should be reported ASAP to the Lifeguard Supervisor who will notify the appropriate parties).
  • Ensure the vehicle flashing light, horn and reverse buzzer are operational.
  • Soft pack (First Aid, Defibrillator, Oxy Viva) is operational (as per SLSQ guidelines).
  • Check vehicle is free from sand, rubbish, private property and/or non-lifesaving/lifeguarding property.

End of day procedure:

  • Ensure the vehicle is free from sand, rubbish, private property and/or non-lifesaving/lifeguarding equipment i.e., bags, lifeguard jackets.
  • Turn vehicle off and place vehicle on charge.
  • Turn off lights, close and lock roller door.
  • Return Key 4 to the Lifeguard in-charge.
