Introduction

Lifeguards play a critical role in ensuring public safety within the designated water areas. Lifeguards are responsible for educating patrons on safety regulations and conditions of entry. This procedure outlines the appropriate steps to be taken when a patron fails to comply with safety instructions.

Procedure

When a breach of rules and regulations (as designated by Townsville City Council) occurs within the lifeguard’s area of responsibility, the following steps must be followed:

Primary Warning

Lifeguards are to issue a verbal warning in an appropriate manner, advising the patron of the relevant rules and regulations.

Secondary Warning

If non-compliance continues, a second verbal warning is to be issued, stating that this is the patron’s final warning. Lifeguards must notify security that a secondary warning has been given.

Escalation & Security Involvement

  • If the patron refuses to comply after receiving the final warning, security personnel must be informed and requested to intervene.
  • If the situation escalates, police may be called as a last resort.
  • Lifeguards may bypass primary and/or secondary warnings if a patron’s behaviour poses an immediate safety risk or is deemed disorderly.

Safety & Reporting

When lifeguards observe a patron who has previously disregarded reasonable directions, they must:

  • Avoid direct confrontation, maintaining a professional and non-confrontational approach.
  • Immediately contact police if they feel threatened or intimidated.
  • Accurately document all incidents, including warnings issued, patron behaviour, and any escalation measures taken.
