Introduction
As an ‘authorised person’ the Lifeguard is permitted to request and/or demand that an offender leave the ‘Water Area’ due to a breach of rules. As an authorised person all Lifeguards are to follow the procedures as set below.
Procedure
When and if a breach of the rules and regulations (as designated by the Townsville City Council) occurs within the Lifeguards area of responsibility there are three steps which are to be followed.
Primary Warning
In an appropriate manner a verbal warning is to be given to the person notifying them of the rules and regulations.
Secondary Warning
In an appropriate manner a verbal warning is to be given to the person notifying them of the rules and regulations and that this is their second and final warning and if he/she continues that they will receive an exclusion from the lagoons (The lifeguard is to determine whether this is to be for the duration of the day or a certain time period). Lifeguards to notify security that a secondary warning has been issued.
Final Warning
Inform patron that this is their final warning and if they do not comply ask them to leave the Lagoon precinct. If the offender refuses to comply Security personnel to be requested to escort the offender from the premises. Police may be called as a last resort.
Exclusion – The Lifeguard must: (not in exact words)
- Inform the offender that 2 previous warnings have been given and as a result of the person not complying with the rules, they are being informed to leave the ‘Water Area’ (‘Water Area’ to be designated to offender).
- Inform ‘Security’ that they have asked a person from the ‘Water Area’ to leave the premises (time period determined and issued by Security).
“The Lifeguard may exclude or skip the primary and/or secondary warnings if the offender has or is behaving in a disorderly manner to either the Lifeguard or the public and their safety”
“At any time should a Lifeguard feel threatened or intimidated by a member of the public they should contact Security immediately”
Rejection of Exclusion
If an offender fails to comply with the request of the Lifeguard, Security are to be contacted (if not already) to attend and give assistance with the matter with the above information supplied.
