For selections managed through inspira, as per the Manual on Staff Selection System, and in accordance with ST/AI/2010/3, Staff Selection System, ST/AI/2010/4 Administration of Temporary Appointment and ST/AI/2012/2/Rev.1 Young professionals programme, the specific data relevant to offer management is transferred from the inspira Recruitment Module to the inspira OM Module. In the case of non-inspira selections, e.g., senior appointments, temporary appointments of less than 3 months, or appointments of seconded military and civilian police, etc., the Offer Facilitator creates the inspira offer management case and enters the required candidate information.

The selection memo and documents are received from the Recruiter either online through inspira (for inspira selections), or offline (for non-inspira selections) by the Offer Facilitator or team leader, who then creates a case file and ensures the following actions are taken:

  • Review selection documents, especially the latest Candidate and Administrative Profiles and PA (if applicable). (Note: For applications submitted before September 2021, you may see the candidate’s PHP instead of the Candidate and Administrative Profiles.)
  • Confirm post availability in Umoja and ensure post number is reflected in the inspira OM Module.
  • Check for any required clearances: FCRB endorsement or valid roster membership for candidates selected for job openings other than temporary job openings as applicable. For selections against YPP/language posts, confirmation that the selected candidate is on the YPP/language rosters would be required by the Offer Facilitator.
