The Organization publishes a salary scale for staff in the Professional and higher categories and staff in the Field Service Category. For staff members appointed in the General Service and related categories, a separate salary scale is promulgated for each duty station. On appointment, a staff member shall normally be placed at the first step of the level of his or her post in accordance with Staff Rule 3.4 (a).

On promotion, a staff member who holds a fixed-term or a continuing appointment shall be placed at the lowest step of the level to which he or she has been promoted that provides an increase in net base salary equal to at least the amount that would have resulted from the granting of two steps at the lower level Staff Rule 3.4 (b). The Guidelines for Determination of level and step on recruitment to the professional category and above provide further detail and guidance on step determination.

Establishing the grade and step of a candidate is a two-step process undertaken by two HR Partners:

  1. the Offer Facilitator (for staff movements: assignment, reassignment and transfer) or the Offer Manager (for recruitment: initial appointment, reappointment, inter-agency movement and secondment) determines the grade (level) and step; and
  2. the Offer Endorser reviews and endorses the grade (level) and step recommended by the Offer Facilitator or Offer Manager.
