Selections for which offer management is processed in inspira include the following:

  1. Selection through inspira (inspira selections)
    1. regular JO
    2. TJO
    3. the YPP
  1. Selection outside inspira (non-inspira selections) (including, but not limited to):
    1. Job openings not posted nor managed through inspira. For example, selections of National Professional Officers and General Service staff in peace operations is currently not subject to ST/AI/2010/3 (or as amended thereafter1) and the recruitment process is conducted primarily outside inspira;
    2. Selection of candidates up to three (3) months without the posting of a temporary job opening Section 3.2, ST/AI/2010/4/Rev.1;
    3. Selection of candidates who are successful in competitive examinations, such as Language Competitive Examinations etc.;
    4. Selection of Associate Experts (Junior Professional Officers);
    5. Selection of military and police personnel (selected as staff members on posts specifically earmarked as seconded positions in specific entities.).
    6. Lateral reassignments outside the normal staff selection system i.e.in the context of downsizing and restructuring exercises, reassignments resulting from the Managed Reassignment Process or other special situations by the official holding this authority as per ST/SGB/2019/2;
    7. Lateral reassignments approved under the authority of the Head of Entity as per ST/SGB/2019/2.

It should be noted that selection decisions at the D-1 level and below, excluding Resident Coordinators, and subsequent onboarding processes described in this Manual have been delegated to Heads of Entities, as per provisions provided in ST/SGB/2019/2 on Delegation of Authority, subject to confirmation of the granting and acceptance of delegation in the portal. Nonetheless, the onboarding of Resident Coordinators and staff at the D-2 level following the selection decision is part of the scope of this Manual.
