The academic and work experience requirements reflected in job openings should be reviewed when determining both the level and step for selected candidates. For positions at the professional category and above, work experience acquired prior to obtaining the minimum academic qualifications may be considered relevant following an evaluation by the hiring manager that such work experience was professional, substantive and relevant to the functions specified in the job opening.

For recruitment cases, there are two inspira OM roles involved in the process:

  • the Offer Manager proposes the step to be offered to the candidate, while
  • the Offer Endorser reviews and endorses the step in line with the applicable policies and guidelines.

When reviewing the information in the Candidate Profile for determining the step in grade, the Offer Manager or Offer Endorser may consult with the hiring manager as appropriate to determine relevant work experience.

The standard education and work experience requirements are shown in the Staff Selection System Manual. The grading guidelines for determination of level and step for appointments for positions that require a recognised university degree as academic qualification uses as a reference the WHED compiled by the UNESCO and the IAU and can be found on the United Nation HR Handbook website, as well as under the Academics Degree database in inspira.

Although the WHED is the most comprehensive existing database on higher academic institutions, it does not include all accredited institutions in different education systems or the accredited degrees. The HR Practitioner may refer to publicly available information on the official websites of the institutions and the competent accreditation authorities of the country where the institution is based, such as Ministries of Education and the accreditation bodies sanctioned by the Ministries of Education, and communicate with these entities bilaterally or through the relevant Permanent Mission to the United Nations as appropriate.
