This Manual reflects the required processes and recommended best practices used when bringing a candidate onboard following a selection for a staff position within the Secretariat. It consolidates the contents of the SOP for Onboarding and Staff Movements, as approved by USG/DOS on 17 May 2021, and the instructional material on the use of the inspira Offer Management Module (inspira OM Module), the online tool available within the Secretariat for managing and processing the onboarding of selected candidates.

This Manual consolidates existing guidance materials and practices within the context of the applicable legal and policy framework. Documents referenced include the UN Staff Regulations and Rules, relevant AIs, relevant policy and operational guidelines, Umoja and inspira job aids and manuals and identified best practices applicable to the appointment and deployment of staff. The Staff Regulations and Rules and relevant administrative issuances are the authoritative source of policy and this document does not in any way supersede or invalidate any applicable Staff Regulations, Rules, Secretary General’s Bulletins (SGBs) or administrative instructions.

This is a living document — Its contents are subject to change, including revisions resulting from inspira system enhancements, amendments to the Staff Regulations and Rules and administrative issuances, revisions to the SOP for Onboarding and Staff Movements, and lessons learned from jurisprudence of the United Nations Dispute and Appeals Tribunals.
