In the case of WAE appointments, it has been DGACM’s practice to issue one-year contracts and to call staff as needed, even across duty stations, during the term of the WAE appointment. DGACM is a global department operating in 4 different duty stations (Geneva, Vienna, New York and Nairobi) and Umoja is also a global platform that allows HR Partners to administer staff in a single system. Umoja will prevent issuing two concurrent staff contracts, and so when a freelancer on a WAE appointment with DGACM is offered an assignment in another duty station for the same period, the movement within DGACM duty stations is processed as a permanent movement/reassignment PA. Should the staff member be offered a contract with a Department/Office other then DGACM1 in the same or different duty station (ESCAP, ECA, etc.), the correct PA to process would be a transfer PA. It must be noted that the reassignment PA is only to be executed for movements of WAEs across duty stations within DGACM or movements of WAE staff within AITC functions in DGACM (movement from short-term translator to another position within AITC at the same level, such as Verbatim Reporters, Editors, Precis Writers, Revisers, Terminologists). The following movements will continue to require a separation and a reappointment:

  • Movements of staff between AIIC and AITC functions
  • Movements of language staff to contractual translation (IC)

Since personnel cannot hold the status of both staff and non-staff concurrently, staff who accept an offer as an Individual Contractor contract must be separated from their appointment with the Organization.

Prior to moving, transferring or being reassigned, WAE language staff must complete their attendance records, and receive advice on how to manage banking details. Full instructions are available in the Temporary Language Staff Umoja Job Aid, Chapter 4: Movements.
