Be aware of the differences between inspira and non-inspira workflows as well as the sequence in which steps become available to the inspira OM Module user.

• All Offer Management steps for processing movements of staff members currently serving within Secretariat such as transfers, assignments or reassignments of staff members within the Secretariat will be processed by the Offer Facilitator, with the exception of Step 6 which will be processed by the Offer Endorser.
• For recruitment cases external to the Secretariat such as initial appointments, reappointments, interagency movements and secondment from Governments, the Offer Manager takes over from the Offer Facilitator starting from Step 3, with the exception of Step 6, which will be processed by the Offer Endorser.
• For the purposes of this Manual, the term applicant, is interchangeable with the term Candidate.
