This Manual relates to the management of onboarding and movement of staff using the inspira OM Module, the comprehensive online, end-to-end offer management tool for Human Resources (HR) practitioners in the Human Resources Services of the UN Secretariat.

Offer management1 is used for onboarding, the administrative process resulting in granting an appointment to new or former staff members following selection through a recruitment process as per the applicable policies by category, level, duration or type of appointment. It also includes the administrative processes resulting from the selection of serving staff members for a new position within the UN Secretariat (staff movement), and for the movement of staff members from the Agencies, Funds and Programmes of the UN common system to the UN Secretariat. This Manual includes all steps in the process from the time a selection decision is made until the staff member reports for duty, at which point the process stops in inspira and is managed through Umoja. It does not cover the processing of personnel actions in Umoja or the check-in and/or induction process.

This Manual applies to offer management for all categories of staff (General Service and related categories, the National Professional Officer category, Field Service category and Professional and above categories), in UN Secretariat entities. Specific guidance on the offer management process for WAE staff (excluding language staff) and temporary language staff is included in Annex IV and Annex V respectively.

The following topics provide more information about what is and is not covered in this manual.
