The radio button option for Do you want to create an online offer? defaults to Yes. Using the Online Offer is mandatory for recruitment cases, i.e., Initial Appointment, Reappointment, Inter-agency Movement (loan, secondment and transfer) and Secondment from Government — for these onboarding cases, it is not possible to select No, this option is greyed out.




The Online Offer functionality is optional for internal staff movements like Reassignment, Assignment, and Transfer. If No is selected, the Offer will be processed as before — it will be paper-based, and the Activity Statuses will need to be updated manually.

Note that selecting No will require you to update the Release Request step activity manually even if this has been processed and completed in Step 1 as an Online Release Request. In such cases, the offer facilitator or offer manager will need to manually mark this activity as Release Approved in Step 7 and add an explanatory comment before completing the step.
