All staff members are subject to RV1. A RV module for internationally and locally recruited staff regardless of duration of appointment is built in inspira. For temporary job openings and locally recruited staff in field missions, RV should be conducted by the local human resources offices in accordance with relevant administrative issuances and guidelines including Section 3.6 of ST/AI/2010/4/Rev.1 for temporary appointments and the guidelines for recruitment of local staff in field missions. For temporary appointments, either with or without a TJO, at a minimum, verification of the highest required academic qualification(s) and record with the last employer is required.
HR Practitioners should check and confirm whether the reference checks have been previously conducted by any of the Secretariat entities.
HR Practitioners should be aware that not all serving staff have necessarily passed RV, or their references may have been verified based on different education or employment requirements than a job opening under recruitment. It should not be presumed that serving staff have passed RV requirements.
When RV is requested as soon as a rostered or preferred candidate is recommended and prior to selection or submission to a central review body, the candidate should be clearly informed that any pre-selection request for RV is not an indication that the candidate has been selected. The templates in the RV are already designed with this in mind and are cleared and ready for use. Any subsequent offer of appointment is conditional, and the candidate must not be onboarded until RV has been completed.
