Normally, staff movements (assignment, reassignment and transfer) and inter-agency movements (loan, secondment and transfer) require the agreement of the current office of the selected candidate. Such agreement is obtained from the releasing office through a Release Request, which may be generated and processed in the inspira OM Module.

A Release Request may be made as early as following the candidate’s confirmation of interest, to ensure a timely onboarding. The releasing UN Entity is requested to respond to the requesting entity in writing within 7 days following receipt of the request for release as to whether the staff member may be released. If the parent department does not respond within a reasonable timeframe, the HR Partner notifies the Hiring Manager of the lack of response and follows up as required with the UN Entity and candidate.

UN Entities that receive a request to release the selected candidates shall release them as soon as possible. In the case of a selection through ST/AI/2010/3, the staff member should be released no later than one month after the date on which the releasing office is notified of the selection decision, if the move is within the same duty station, or two months for staff members selected for a position in another duty station. In the case of selections through ST/AI/2010/4 entities should follow the same timelines for the release of staff as indicated in ST/AI/2010/3.

In cases where the candidate and/or the releasing entity request a delay in reporting date, agreement by the receiving entity should be confirmed in writing.
