In line with the implementation of the delegation of authority as part of the Secretary-General’s management reform agenda, it has been decided to abolish the existing policies, practices, and procedures under ST/SGB/2005/7 regarding designation of staff performing significant functions in the management of financial, human, and physical resources as of 1 July 2020.

All Secretariat entities of the United Nations should ensure that candidates for positions involving the performance of significant functions in the management of financial, human, and physical resources have the requisite qualifications, experience, and trainings to carry out the functions assigned to them.

All job openings for positions that require the performance of significant functions in the management of financial, human, and physical resources shall include the specific requirements under education and experience. The requirements may consist of mandatory training or required trainings/certifications for particular functions.

The hiring manager assesses candidates to ensure required education, technical knowledge, and experience are part of the evaluation process by conducting substantive and/or functional assessments. The reference verification process ensures that the education and work experience used to assess the candidates is accurate. No further actions are required in the context of the onboarding process.
