The UNLP is the only officially recognized travel document issued by the Organization. It identifies the bearer as an official of the UN or related organization and is issued for use only in connection with official travel (i.e., travel paid for or authorized by the United Nations or Agencies, Funds and Programs). The UNLP is not a substitute for a NP, and travellers should carry both their UNLP and their NP. As with national passports, some countries/regions accept the UNLP for entry without the need for a visa (e.g., Kenya, United Kingdom, Schengen Area, Lebanon, etc.), while other countries may require a visa before it can be accepted for entry to the country (depending on the nationality of the UNLP holder). For initial appointments, UNLPs are normally issued after arrival at the duty station.

In exceptional cases, where entry into the country of duty station on a national passport would cause undue hardship or significant delays in the onboarding process, the UNLP may exceptionally be requested for issuance before the candidate takes up duties. The onboarding entity may request such exception directly from the Passport and Visa Office, UN HQ TTS using form TTS.13, available upon request, and providing a detailed justification. The duty stations in the following countries have a standing exception and may request issuance in a simplified procedure using form TTS.13 and stating the waiver, rather than providing the details of the visa application process and attaching supporting information: Somalia, South Sudan, Syria, Morocco, Israel, Kuwait, Lebanon, Yemen.
