Provisional clearance: a provisional clearance may be issued for a candidate if reference verification is the only pending step for appointment. A provisional clearance may only be issued after verifying the highest relevant educational qualifications and clearing the Mandatory Checks:

  1. Clear Check (UN Security Council Sanctions List check: Sexual exploitation, sexual abuse and sexual harassment scan), and
  2. INTERPOL Wanted Persons List Check.

If a provisional confirmation of offer is made, it must be clearly stated in the confirmation letter and in the LOA. The remaining reference verification must be completed as soon as possible, and before any extension of appointment can be granted. Sample wording for the LOA is as follows:

“This appointment is subject to Staff Rule 9.6( c)(v) which states, The Secretary-General may, giving the reason thereof, terminate the appointment of a staff member who holds a temporary, fixed-term or continuing appointment in accordance with the terms of the appointment or on the ground that if facts anterior to the appointment of the staff member and relevant to his or her suitability come to light that, if they had been known at the time of his or her appointment, should, under the standards established in the Charter of the United Nations, have precluded his or her appointment.

In the event that we do not satisfactorily complete the pre-recruitment formalities, your appointment may be terminated in accordance with the above rule.”
