Pursuant to the OneHR Reference Verification Guidelines of 5 August 2019 (inspira login required), the reference verification is composed of the following three components:

  • The initial mandatory checks pursuant to which a candidate’s name is checked against the UN Security Council Sanctions List Check, INTERPOL Wanted Persons List Check, Clear Check for sexual exploitation, abuse and harassment records.
  • Record verification in two parts. The first part verifies the academic record. The candidate’s educational background is checked to ensure that s/he has obtained the qualifications required such as bachelor’s, master’s and doctorate degrees, or high school diploma if it is the candidate’s highest education qualification for the General Service and related categories and the Field Service category. The second part is the employment record verification. A candidate’s employment history will be checked for the most recent ten years, or the entire employment record if the total length of work experience is less than ten years2.
  • Qualitative reference check which includes the feedback from at least three recent supervisors from last ten years, or in the absence of a sufficient number of supervisors, other professional referees.

2 The scope of employment record verification may extend beyond the last ten years to ensure that candidates have truthfully represented their experience in their application, should there be considerable gaps in employment or extensive periods of unemployment.
