An interagency transfer is a permanent movement of a staff member from one organization to another with no right of return to the releasing organization. The candidate relinquishes contractual ties with the releasing organization and will be given another contract with the new organization. Employment by an organization of a former staff member of another organization, after a break in service not exceeding twelve months, may, with the agreement of the parties concerned, be treated as if it were a transfer.

At the SMC VIII held in Sarajevo in April 2019, the Staff Management Committee agreed that “When a staff member with a permanent or continuing appointment joins the Secretariat through inter-agency transfer, they should be granted a continuing contract”, which was endorsed by the Secretary-General on 29 April 2019. It is thus reminded that effective from that date, any staff holding a career appointment (permanent, continuing, or indefinite) who joins the UN Secretariat on inter-agency transfer, shall be granted a continuing appointment.

Service in the releasing organization will be counted for service credit purposes, as if it had been completed in the receiving organization at the duty stations where the staff member served.
