GlenRiddle Community Association, Inc. is a not-for-profit organization of owners formed to maintain the Association’s common areas. GlenRiddle Community Association provides community leadership, architectural control, covenant enforcement, community events, accounting and finance, operation and maintenance of roads, grounds, ponds, swales, and recreation facilities.

Master Association for Common Areas

An Association was formed in 2003 when the Declaration of Covenants, Conditions, Easements, and Restrictions was recorded. You became a member of the Master Association the day you closed on your new home.

The Master Association’s Declarations, Bylaws, Articles of Incorporation, Community Codes, Design Guidelines, and Rules and Regulations are called the Governing Documents that represent a legal contract between Owners and the Association.

All 650 Units in GlenRiddle (including 500 single-family homes and 150 townhomes and condos) must abide by the contractual terms in the Governing Documents to enable the Board of Directors to properly manage and maintain the Association’s common areas.

The Governing Documents are available through this online repository, through the management office, and by searching the Worcester County, MD land records in Snow Hill, MD.

Master Association Board of Directors

According to Associa, GlenRiddle’s outsourced management company, “to be effective, a homeowners association needs a strong board of directors that understands its role and pursues it with passion and a concise mission in mind.”

The success of GlenRiddle Community Association, Inc. depends on the strength of its board. A board is a collection of individuals who have skills and knowledge in different areas, which can help the association succeed. As such, it is important that the board has a clear understanding of its strengths and weakness, as well as what it wants to accomplish.

GlenRiddle’s board must oversee, maintain and protect the association’s common area assets while complying with state and federal law, local ordinances, and the association’s governing documents. The board of directors must ensure compliance through effective planning, due diligence, and business judgment while carrying out their fiduciary responsibilities when spending homeowner funds raised through assessments.

GlenRiddle’s Master Association operates with five members of the Board of Directors.

The Association’s Bylaws require an uneven number of not less than three (3) nor more than seven (7) Directors.

As of this writing, John Wachtel is serving as President, Carole Spurrier as Vice President, Lauren Russel-Wood is Secretary, and Gary Deutsch is Treasurer. Emails received through this Board email address will be addressed during a Board meeting and a response will be forwarded to you after the meeting. Monthly Board meetings are open to all Owners.

Board elections are held every June during the Association’s Annual Meeting. Board member terms are two years and Board seats are up for election or re-election during each Annual Meeting. For more information on board member terms, see Bylaws Section 4.3: Term of Office.

Local Areas

In addition to the Master Association responsible for all Common Areas, there are five Local Areas as defined in the Governing Documents.

Sub-associations

The Local Areas include three sub-associations: the Townhomes, Marina Condos, and Marina Villas. These sub-associations are organized as individual not-for-profit organizations with their own Boards of Directors.

Single Family Homes and Privately-Owned Lots

The remaining Local Areas include single-family homes and the Marina. Single-family owners receive landscaping and trash collection services that are paid out of a local area budget since these services only apply to single-family owners. Private single-family lot owners also pay for local area grass-cutting services.

Marina

The Marina is named as an Exclusive Local Area in the governing documents. Although the Marina includes a boat ramp and short-term boat parking lot for Owners to use and a boardwalk, the primary users of the Marina are Boat Slip Owners. There are 96 Boat Slip Easements that are owned by GlenRiddle property Owners. These slip owners are assessed to pay for Marina electricity, water, routine maintenance, and repairs and replacements to Marina facilities.

Local Area Budgets

The Declaration Section 5.4. Adoption of Local Area Budgets requires the Board to establish annual budgets for assessments, operating expenses, and reserves for these local areas. The three sub-association Boards of Directors develop their own operating and reserve budgets. Accordingly, the Master Association Board of Directors must develop local area budgets for single-family landscaping and trash collection services, grass cutting for privately-owned undeveloped lots, and the Marina Exclusive Local Area.
