State Council

The State Council of SLSQ consists of the State President, 6 Branch Presidents and the CEO (non-voting) and its role is to develop and monitor SLSQ’s strategic results. The Councils responsibilities include:

  • Election of the Board of Directors
  • Acceptance of the SLSQ Annual Report and Finances
  • Endorsement of Club and Branch Affiliation with the State
  • SLSQ’s affiliation with SLSA
  • Election of Life Members
  • Receipt of the Annual Report and Statements of Financial Performance for State Centre
  • Approving changes to SLSQ’s Constitution (Rule)

The State Council must meet at least twice annually, including the Annual General Meeting (AGM). The State Councillors are appointed by the relevant Branch, prior to the Surf Life Saving Queensland AGM.

Board of Directors

The Board of Directors are elected by the State Council with each position up for re-election every two years (on a rotational basis) and the Independent Directors every year. The Board is responsible for the affairs of SLSQ, with the primary functions to govern and provide leadership to SLSQ, affiliated Clubs and members in accordance with the aims and objectives of SLSQ. The Board meet approximately 9 times a year or more often as required. Responsibilities include:

  • Provide entrepreneurial leadership and direction for Surf Life Saving Queensland
  • Set and monitor strategy and performance objectives
  • Review and approve systems of risk management, safety and internal compliance
  • Ensure SLSQ conforms with legal and ethical standards
  • Review and approve policies
  • Approve changes to SLSQ’s By-Laws
  • Approve and monitor budgets
  • Appoint and remove the Chief Executive Officer
  • Monitor the performance of the organisation
  • Appoint Committees, Panels, State Officers and Advisors

President

The President is responsible to the State Council of Surf Life Saving Queensland. Responsibilities include:

  • Chair State Council Meetings
  • Shall preside at meetings of Board of Directors and functions
  • Shall be responsible for ensuring that all office bearers carry out their duties in accordance with the rules and regulations of SLSQ
  • Shall represent SLSQ at SLSA level and other appropriate occasions
  • Prepare reports for presentation to the Directors and Council as required

Chief Executive Officer

The CEO is appointed as the principle public officer, and has significant delegated authorities to manage all day-to-day operations, within approved policy and budgets. Other responsibilities include:

  • Develop and manage the overall activities and growth of SLSQ
  • Progress and monitor overall strategic planning for SLSQ including forecasting, operational planning and resource needs
  • Be responsible to the President and Board of Directors on matters of policy, and report to such meetings on the activities of SLSQ subsequent to the previous meetings
  • Be the nominated Secretary of SLSQ, and act as the custodian of SLSQ’s seal and forms and permit their use and issue only on proper authority

Management Group

The Management Group consists of the six senior managers and all line managers. The primary objectives of the management team are to ensure that the management of SLSQ:

  • Supports the strategic direction of SLSQ
  • Manages the day-to-day running of SLSQ
  • Manages all administrative and operational matters relating to SLSQ
  • Oversees the financial management of SLSQ through annual budgeting and reporting processes
  • Investigates, review and make recommendation to the Board as required
  • Oversees the implementation of the SLSQ Operational Plan

Officers

The Officers consist of four volunteer positions that work with the managers in the areas of lifesaving, lifesaving operations support, membership services and surf sports. The Officers are appointed by the Board at the June meeting on an annual basis. The primary objectives of the officers are to ensure that the Committees in their relevant area of expertise are:

  • Regularly attending all Branch and State meetings
  • Reviewing reports to identify areas that may need improvement
  • Submitting quarterly reports to the SLSQ Committee commenting on the activities and providing recommendations regarding matters within scope of Surf Life Saving Queensland

Advisors

Advisors are appointed by the Board in the June meeting on an annual basis. The SLSQ advisory positions oversee and advise in speciality on areas of surf lifesaving, such as surf sports, coaching, education, medical and health. The primary responsibilities of the advisors are to ensure that:

  • Attend relevant Committee meetings
  • Submit reports and research areas that may be of concern
  • Attend Board and State Council meeting, when required

Standing Committees are appointed or elected each year by the Board in accordance with the qualifications stated in the SLSQ rules. Other Committees may be formed if required and will be appointed by the Board according to the Constitution.

SLSQ Panels

The State Panels are in place to discuss the main issues that the Clubs are facing in specific areas of lifesaving, memberships and administration. The Committees also provide SLSQ staff with a support network for developing new resources and processes. The State Panels are:

Nominations for State Committees and Panel positions are called at the end of May/ beginning of June each year. Each nominee will need to complete the prescribed nomination form in full and have the nomination proposed and seconded at Club level, and endorsed at both Club and Branch level prior to it being accepted by State. All nominations are put forward to the SLSQ Board to make the necessary appointments at the July meeting, with notification sent to nominees after the Board meeting.
