The constitution and by-laws of an organisation are the rules that govern the operations of the organisation. In formal terms, the constitution and by-laws adopted by an organisation constitute a binding contract between the organisation and the members.
In a Surf Lifesaving environment this means that each Club must have their own constitution and by-laws to which their members and Management must abide. The Club is then bound to the Branch and State constitution, the Branch is bound to the State constitution and the State is bound to the National constitution.
