Administrators can manage the helpdesk and its users (end users, agents and other administrators) in the Administrator Console. Simply click 
in the bottom-left corner to access the console.
The Workflows -> Imports and Maintenance -> Logging options are only visible if you have Pureservice installed on-premise.
