Relabel the “Hour special rate allowed” parameter

The PMA parameter “Hour special rate allowed” has been renamed to “Restrict special price editing”. The aim of this change is to give the parameter a name that describes its purpose better.

Additionally, the following help text has been added to explain how to use the parameter:

“When turned on, the client field “Special pricing allowed” must be turned for special prices to be created.”
