HR – working patterns to allow non-integer values

A minor change has been made to the work schedule that allows a work week duration to have a value with 1 decimal place rather than a whole number value (ie 37.5 instead of 37). In addition, the FTE calculation will use the decimalized version of the field rather than the integer version.
