Change of Value Notice by Parameters Module (For Real Property ONLY)
To run Change of Value Notices, set the criteria in the COV Parameters Module. This option does not require the User to run an index prior to printing Change of Value Notices.
To view the Change of Value Parameters module, go to:
File – Print – Valuation Notice – COV Parameters
The Change of Value Parameters will open.
SET the criteria for the Change of Value Notices.
Selection Options:
- Value Increased: Selecting this option will only print COV’s for parcels that have increased in value from the previous year’s totals.
- Value Changed: Selecting this option will print COV’s for all parcels that have changed from the previous year’s value whether up or down.
- Include all Parcels: This option will print a COV for all parcels.
- Minimum Value Change: Users can select to only print notices for parcels that have changed more than a certain amount from the previous year’s cash value.
- Report Order: This is the order in which the COV’s will print. Users can select to order by either Account, Alpha, Cadastral ID, District/Account, District/Alpha, District/Parcel, District/Zip-Code, Parcel ID, Zip- Code/Account, or Zip-Code/Alpha.
- Report Range: User’s can select a range to print from. For example, if the order is Alpha Users can choose to only print a batch of notices from Owner’s with the letters 0 (Zero)-Mzzzz, then print another batch from N-Zzzzz Note: The added zzzz’s are necessary to accommodate all of the alphabetical letters.

Change of Value Options:
- Notice Date: This is the date that will print on the Change of Value Notice.
NOTE: The BOE Notice, Check Building Permits, and Default Message fields are no longer applicable with the new State Change of Value Notice form.
SAVE the changes made to the COV Parameters.
PRINT NOTICES File – Print – Valuation Notice – Change of Value Notice
The System will automatically sort the parcels based on the COV Parameters that were previously set.
Notice: The attachment notes will ONLY print on the COV notice, if user chooses Notice-Text AND fills in the Notice Year (Assessment File — Edit — Attach Document). This is so the same note does not continue to print on the report year after year.
