This module allows users to assign responsibility for managing contact groups to specific individuals or roles.

Responsibility assignments can be applied to the following contact groups:
- Emergency Contacts
- Key Supplier and Customer Contacts
- External Emergency Contacts
- Regulatory Contacts
Once configured, these assignments become the default for new operational plans associated with the same site, business division, and business line.

Module Features:
- Responsibility Assignment Framework
To add a new responsibility assignment, click the Add button. A window will appear, allowing users to define the assignment scope and designate a responsible user or role for each contact group.

The assignment scope is determined using a two-tiered approach:
- Per Site (Mandatory): Assign responsibilities to contact groups based on location site.
- Per Department (Optional): For added granularity, assign responsibilities based on organizational structure:
- Business Division
- Business Line

A. Automated Task Assignment
- When a responsibility is assigned to a contact group, any tasks triggered for that group in the application will be automatically directed to the designated individual or role.

B. Default Behavior for Unassigned Groups
- If no responsibility is assigned to a contact group, no tasks will be triggered for that group.
*While responsibilities can be delegated, the BCM administrator retains full oversight and visibility of all contact groups and their tasks, ensuring comprehensive management.
