The Pass-Through Clause (sometimes referred to as the Conduit or Flow-Down Clause) incorporates into each subcontract by reference all the rights and responsibilities of the prime contract to the owner as they relate to the work of the respective subcontract.

Example: The general conditions may make “the contractor” responsible to provide “all scaffolding, hoisting equipment, etc., as may be necessary to perform the work.”
The Pass-Through narrows this to mean the plumbing subcontractor provides all these items as necessary to complete the plumbing work, the plaster sub provides these items as necessary for the plaster work, and so on.

The authority of the Pass-Through Clause comes from each individual specification section that references the general conditions, supplementary general conditions, etc., to be incorporated into the requirements of the respective technical specification section. It thereby brings all those requirements to bear directly on the work.
