Attachments view on performance review

In the previous version of empower pulse, attachments were able to be uploaded to performance reviews. However a user wasn’t able to view or download the attachments without accessing evergreen. In this release an additional download column has been added to the attachments view on goals. Clicking the download icon will download the attachment locally.
