INTENT

The intent of this Imperative is to promote good indoor air quality and a healthy interior environment for project occupants.

REQUIREMENTS

All projects must:

  • Comply with the current version of ASHRAE 62, or international equivalent.
  • Prohibit smoking within any buildings or enclosed spaces, and within 25’ of any building opening, including air supply vents.
  • Develop a Healthy Indoor Environment Plan specific to the project’s building type and location. The plan must address cleaning protocols, the prevention of particulates and toxins through an entry approach and implementation of at least one strategy to improve air quality.
  • Provide views outside and daylight for 75% of regularly occupied spaces.
  • Provide direct exhaust for kitchens, bathrooms, and janitorial areas.

CHANGES FROM LBC 3.1 TO 4.0

The requirements from LBC 3.1 I07 Civilized Environment and I08 Healthy Interior Environment have been combined and adjusted in LBC 4.0 and distributed across I09 Healthy Interior Environment and I10 Healthy Interior Performance. Specifically, the LBC 3.1 I07 requirements for operable windows have been altered and moved to LBC 4.0 I10, and the LBC 3.1 I07 requirements for access to daylight have been included in both LBC 4.0 I09 and I10 with varying levels of performance. In addition, the LBC 3.1 I08 requirements regarding ASHRAE 62, smoking, exhaust, and creating a Healthy Indoor Environment Plan (HIEP) have been altered, in some cases, and moved to LBC 4.0 I09. The LBC 3.1 I08 requirements related to IAQ tests, green cleaning, and CDPH have been altered and incorporated into LBC 4.0 I10. The LBC I08 requirements for an entry approach are addressed in LBC I09 but are not mandatory.
