Periodically, the company Strauss Esmay will notify the Supervisor of HR of a new or revised Bylaw, Policy, or Regulation. A new Bylaw, Policy, or Regulation is any document that Morris Hills Regional District has not yet adopted. This might not be “new” to Strauss Esmay, but it is new to MHRD.
To create a new Bylaw, Policy, or Regulation:
- Go to the Strauss Esmay website: www.straussesmay.com. The Account Login is email: eosborne@mhrd.org and password is Osb812.
- Click “sign-in”
- Near the top center of the page, click ELANOnline
- Click Login to ELANOnline
- You will see a page with two sets of columns: to the left shows Morris Hills Regional District Policies and District Regulations.
- To the right shows Strauss Esmay Policy Guides, Regulation Guides, NJSA 18A Statutes, NJAC 6 & 6A Administrative Code and Cumulative Digest.
- For a new Bylaw or Policy, click on the red square next to Policy Guides (first box on the set of boxes to the right, not the search square).
- For a new Regulation, click on the red square next to Regulation Guides (second box on the set of boxes to the right, not the search square).
- On the next page, you should see Policy (or Regulation) section and Policy (or Regulation) Guide.
- Under the Policy (or Regulation) Section, click on the number that your new Bylaw or Policy (or Regulation) begins with – example: for Policy 5200 you would click on Policy Section 5000 Students.
- This is the same for Regulations, but make sure you are on the Regulation Section.
- New scroll down and click on the title of the new Bylaw (0000 section) or Policy (or Regulation if on the Regulation section).
- This should bring you to the specific Bylaw, Policy, or Regulation.
- Click on the box Word Export
- The document will download.
- Click on this downloaded document to bring up the word version.
- Highlight the body of the document and copy this highlighted section.
Now you will need to paste this highlighted section into a new Word document. To do so:
- Go into the Desktop, click on the Windows Start box, click on Documents icon, click on Google Drive (G:), click on My Drive, Click on EILEENOSBORNE ON COMPUTER, click on Policies, Regulations & Bylaws, scroll and click on Policy Blank-Strauss Esmay.doc.
- This will bring up a blank Policy (note: There a title and header information but this is there to be replaced with the new information).
- Click on the Title and change the Policy (or Bylaw or Regulation) number and type in the correct Title.
- Click into the header and change the PROGRAM to the correct section (get this from the Strauss Esmay document you downloaded).
- Change the Policy (or Bylaw or Regulation) number and the Page 1 or 9 to Page 1 of how ever many pages it ends up being,
- Change the title of the document and add (M) if this document is mandated.
- If this is a Regulation, change the large word POLICY to REGULATION.
- If this is a Bylaw, change the large word POLICY to BYLAW.
- Click on a blank line AFTER the main document’s new title and Paste the body of the document into this new document.
- Review the document for errors, making sure the Page 1 of __ has the correct # of pages, then
- Click Save As and change the document title.
- Email a copy of this new document to the Supervisor of HR for review.
- Once this has been reviewed by the Supervisor of HR (and anyone else this supervisor sent it to for review), the Supervisor of HR will let you know of any suggested changes and when it is OK to add to the next Policy agenda as a first reading. If this is approved at the Policy meeting, then it should be added that that month’s Board agenda.
- This will also need to be added to the following month’s board agenda as a second reading.
- After the second reading, refer to the “Instructions – Adding New/Revised Bylaws, Policies and Regulations to the Website” in this manual.
