Evergreen: Enable Mandatory Project Responsibilities

The Mandatory Project Responsibilities feature is now controlled by feature management and Project Management parameters.

An error message will be triggered if users attempt to enable this feature in a legal entity where Project Operations integration is enabled. However, if Project Operations integration is not enabled, this feature will continue to function as usual.
