Issue

Error in opening a web form that includes a rule (any type of rule ex: pre form action, action, etc.) in the debug mode.

Solution

1) Give NETWORKSERVICE full access to C:\Windows\System32\config\systemprofile\AppData\Roaming
2) Remove ReadOnly from C:\Windows\System32\config\systemprofile\AppData\Roaming
3) Reset web service
