Success of any tasking largely depends on the timely receipt of accurate information that is presented in a format that can be digested readily by operational staff. This allows the preparation of appropriate plans and take decisive action. This relies on the provision of suitable communications systems providing high-speed data networks and voice communications. Without proper communications at incidents, our members operate blindly.
Surf Life Saving Queensland (SLSQ) has entered a period of sustained and substantial change in technology and information systems innovation. Through the development of this manual, SLSQ has created a robust and flexible architectural framework for its developing communications system.
Purpose
The SurfCom is Surf Life Saving Queensland’s approach to empowering member decision-making and execution by providing the seamless flow of information among all entities of operations.
Principles of Communication
a) Timeliness
Communications is to occur without delay with the appropriate level of urgency, to ensure that messages are understood, and the objective is actioned.
b) Reliability
Communications systems must be reliable and provide state-of-the-art equipment and high standards of training to reduce the risk breakdowns in communication.
c) Clarity
Messages for communication are to be clear and worded accordingly to the receiver understands and there is no confusion.
d) Capacity
The system must have ability to cope with radio traffic peak demands and transmit all communications within the desired time frame and according to priorities.
e) Flexibility
For unexpected developments and changing situations, the communications systems in place must be flexible.
f) Interoperability
The system must be interoperable with other networks. It is essential that information flows seamlessly between any two points. Communication systems cannot be operated efficiently in a series of discrete silos. Communications must be controlled at the highest level of deployment through an integrated network that supports the chain of command.
