VERSION 1.0 – DECEMBER 2023

Purpose: To provide guidance to operators on how to open the State Operations Communications Centre (SurfCom) safely and efficiently.

Scope: This procedure applies to all operators at the State Operations Communications Centre (SurfCom).

  1. 1. Opening
    1.1 Turn on and check all equipment and systems to ensure they are working properly.
    1.2 Review any current or pending emergencies or situations that require operations resources.
    1.3 Review any incoming messages or communication from the previous shift.
    1.4 Check incoming external communications such as emails and voicemails.
    1.5 Log in to all necessary computer systems and communication channels.
    1.6 Open centre phonelines
    1.7 Begin monitoring all incoming communication channels and dispatching personnel as needed.
    1.8 Make an opening broadcast advising SurfCom has commenced operations.
    1.9 Operators must be aware of any scheduled activities, events or meetings planned for the day.

  1. Responsibilities
    2.1 All operators are responsible for following the procedures outlined in this procedure.
    2.2 The OCS is responsible for ensuring that their operators are aware of and following the procedures outlined in this procedure.
    2.3 The OCS is responsible for providing the necessary resources and equipment to effectively close the centre.
