Purpose: To provide standard protocols for the State Operations Communications Centre (SurfCom) operators to effectively read and interpret maps to aid in emergency response situations.
Scope: This procedure applies to all operators at the State Operations Communications Centre (SurfCom).
- Identify the key features of the map.
1.1 Locate the map’s scale, legend, and symbols.
1.2 Understand the meanings of the key features.
- Understand the different types of maps.
2.1 Identify the different types of maps including topographic, thematic, and road maps.
2.2 Understand the uses of each type of map.
- Interpret the information provided by the map.
3.1 Determine location, distance, elevation, and terrain features.
3.2 Identify potential hazards or obstacles on the map.
- Use tracking systems to monitor unit progress.
4.1 Understand how to use radio tracking and systems.
4.2 Determine directions based on the tracking information.
- Identify the use of grids and coordinates on maps.
5.1 Understand the principles of map projection.
5.2 Use grids and coordinates to determine locations and distances.
- Evaluate and improve map-reading skills.
6.1 Evaluate map-reading skills in post-incident debriefs.
6.2 Identify opportunities for improvement and further training.

7.1 All operators are responsible for understanding mapping information and using it during incidents.
