Purpose: To ensure that all Operators and Operations Centre Supervisors (OCSs) are provided with clear principles and procedures regarding the coordination and deployment of SLSQ Operational Supervisors.

Scope: This procedure applies to all operators at the State Operations Communications Centre (SurfCom).

Procedure:
SLSQ recognises the importance supervision plays in the continuity of organisational operations. Wherever possible, SLSQ aims to ensure supervisors and duty officers are available to support operations, staff and volunteer safety and continuity of services and activities. It is essential that SLSQ supervisors and duty officers remain available to ensure operational readiness of the workforce and provide support and supervision to maximise resources availability and member welfare.

An Operational Supervisor is defined as a person who supervisors a person or activity, such as Duty Officer (DO), Lifeguard Supervisor, Lifesaving Services Coordinator (LSC), and Regional Manager. Staff working in these roles are required to perform the functions of their role and in addition provide a level of support and coverage to operational staff and the Queensland community.

Operational Supervisors are required to perform the functions of their core role. However, are available for SurfCom tasking to provide support and safety supervision for real-time incidents that require the immediate dispatch of a supervisor.

  1. Task Under the Following Circumstances
    1.1 To manage local operations for effective load distribution and negotiate with key stakeholders on unresolved issues to maximise operational readiness.
    1.2 All instances where member safety has been compromised resulting in injury to SLSQ staff.
    1.3 All incidents which requires SLSQ units to ‘stage’ and await QPS arrival on scene.
    1.4 All incidents resulting in the activation of Multi-Casualty Management such as Counter Terrorism, Bomb Threats, HAZMAT / CBRN and other large-scale incidents.
    1.5 All incidents that results in extensive delays on scene that may impact upon safety, operational requirements and/or potential complaints.
    1.6 All incidents that results in the dispatch of three (3) or more operational personnel.
    1.7 All instances where injury or death has occurred to Allied Services personnel.
    1.8 All instances that are affected by operational service delivery.
    1.9 Any incident that generates significant media interest.
    1.10 Any incident that may result in a coronial investigation.
  1. During Peak Demand
    2.1 During periods of peak demand, it is the responsibility of the Region to escalate and perform activities that will assist in managing the demand and increasing SLSQ asset availability.
