Purpose: To provide guidelines for the effective operation and use of radio dispatching systems, ensuring efficient communication and coordination in emergency response scenarios.

Scope: This procedure applies to all operators responsible for using radio dispatching systems within the organization.

  1. Radio Dispatching Systems Overview
    1.1 Operators must familiarise themselves with the organisation’s radio dispatching systems, including their capabilities, features, and functionalities.
    1.2 Training on the proper use of radio dispatching systems, including system navigation, channel selection, linking capabilities, and emergency procedures, must be provided to all operators.
  1. System Monitoring and Maintenance
    2.1 Operators must regularly monitor radio dispatching systems for any malfunctions, equipment faults, or interference issues.
    2.2 Operators must complete radio checks at the commencement of each shift when signing on. Any fault identified must be reported to the OCS or appropriate ICT support.
    2.3 Any observed system irregularities or maintenance needs must be promptly reported to the designated technical support or maintenance personnel.
    2.4 Operators must comply with the organisation’s policies regarding the proper use, care, and storage of radio equipment and accessories (such as Headsets, foot switches, etc.).
  1. Channel/Group Selection and Management
    3.1 Operators must select appropriate radio channels based on the nature of their communications, considering factors such as operational needs, confidentiality requirements, and frequency availability.
    3.2 Radio channels must be managed effectively to prevent overcrowding and interference. Operators must coordinate channel usage and adhere to any channel assignment or priority protocols.
    3.3 The Operations Centre Supervisor or Senior Operator on shift at the time make the decision as to what Link groups will be utilised, taking into account considerations from
  1. Omnicore Console (Legacy)
    4.1 SurfCom utilises Omnicore as a tool for managing its radio network. Through Omnicore, we can establish direct communication with various teams, including Patrols, Lifeguards, and mobile units like Duty Officers, Lifeguard Supervisors, Wave runners, ATVs, UAVs, and Helicopters. The operator at SurfCom monitors on the Omnicore home screen to promptly detect, address, and document any changes in repeater signals, ensuring adherence to SurfCom protocols.
    4.2 Omnicore also has the capability to link and unlink regions from one another dependent on requirements. During the quieter months when there is less radio traffic the radio network will run statewide.
    4.3 Moreover, SurfCom operators also monitor other VHF marine channels. This is done to promptly identify any requests for assistance from SLSQ services. This comprehensive approach allows SurfCom to effectively manage radio communications, ensuring the safety and efficiency of operations conducted by Surf Life Saving Queensland.

  1. Compliance and Accountability
    5.1 Compliance with this SOP is mandatory for all operators utilising radio dispatching systems, and non-compliance will result in corrective action.
    5.2 The OCS is responsible for ensuring that operators are trained on the use of radio dispatching systems and that they follow the procedures outlined in this SOP.
