Missing: Lightning Tools Web Parts category in the Web Part pane

Symptom:

When trying to add the Lightning Conductor Web Part to a Microsoft® SharePoint® page, the Lightning Tools Web Parts category does not appear in the Web Part pane.

Resolution:

Activate the Lightning Conductor Web Part at the site collection level.
