Hierarchical Document and Regulation Management

The Document and Rule modules have been upgraded to support the creation of child rules and documents.

This enhancement allows organizations to build more detailed structures by nesting rules under other rules and documents under other documents. For example, a main regulation can now include multiple sub-regulations, and a primary document can contain several supporting documents.
