The EOD reflects a staff member’s continuous service. Any service that is interrupted by a separation, even if a reappointment is processed the following day, breaks a Staff Member’s continuity of service. There are two EOD dates in Umoja:

  • The “EOD UN Secretariat” date is the initial date of uninterrupted service or latest entry date without a break in service of a Staff Member with the United Nations Secretariat on appointment, reappointment, or transfer, secondment or loan under the Inter-Organisation Agreement.
  • The “EOD UN Common System” date is the initial date of uninterrupted service of a Staff Member, whether with the UN Secretariat, or it’s Funds and Programmes, or any entity of the UN Common System.

Rules in setting the EOD dates

The basic rule in setting a Staff Member’s EOD is continuity of service with the Secretariat and the Organizations of the UN Common System. If a separation action from the Organization is processed and the Staff Member is reappointed to the Organization in accordance to Staff Rule 4.17, then the service is not considered as continuous between the prior and new ppointment, and the Staff Member’s EOD is re-set to the date of reappointment with the Organization.

Periods of special leave without pay do not impact on any of the EOD dates, although they will affect accrual of service credits or the calculation of specific entitlements.

Resetting EODs after a separation/break-in-service has no impact on staff entitlements. Since the Contractual Reform in July 2009, for those staff recruited in accordance with the formal selection procedure under ST/AI/2010/3, when a Staff Member with a fixed-term appointment separates from the Organization, he/she shall be paid all accrued entitlements under the terms and conditions of his/her current appointment, including when applicable termination indemnity, repatriation grant, commutation of accrued annual leave. When a Staff Member receives a new appointment in the United Nations Common System less than twelve months after separation, the amount of any payment on the account of the above are adjusted in accordance with Staff Rule 4.17 ©. In addition, the new appointment is fully applicable without regard to any period of former service.
