To be appointed as a Trainer, Assessor, or Facilitator, candidates must be recommended by their club, endorsed by the branch, and formally appointed by the RTO.
This process aligns with the 2025 RTO Standards, which require RTOs to:
Quality Area 3 | VET Workforce Management
Standard 3.2 | Outcome Standard
(1) Training and assessment is delivered to VET students by credentialled people with current skills and knowledge in training and assessment.
Performance Indicators:
- Training and assessment is only delivered by persons who hold the appropriate credentials for the delivery of training and assessment as specified in the Credential Policy;
- Where the Credential Policy permits a person to deliver any training or assessment under direction the organisation has systems in place that ensure the person does not make assessment judgements and is delivering quality
training and assessment; and - How it ensures all trainers and assessors undertake continuing professional development to maintain current skills and knowledge in training and assessment, including skills and knowledge relating to engaging and supporting
VET students.
Standard 3.3 | Outcome Standard
(1) Training and assessment is delivered by persons with current industry skills and knowledge relevant to the training product.
Performance Indicators:
- All persons delivering training or assessment for, or on behalf of the organisation:
(i) have industry competencies, skills and knowledge that are relevant to, and at least to the level of, the training product being delivered or assessed by the person; and
(ii) maintain an understanding of current industry practices relevant to the training or assessment being delivered by the person;
SLSQ Assessors MUST Hold:
*Trainer Skill Set | TAE00029 and *TAESS00019 Assessor Skill Set

PROBATIONARY ASSESSORS
Assessor’s roles are to provide quality assurance. Assessors who are also Trainers cannot train and assess the same candidates for any one course.
All Assessors must hold
- TAESS00011 – Assessor Skill Set OR
- TAEASS401 Plan assessment activities and processes; AND
- TAEASS402 Assess competence; AND
- TAEASS403 Participate in assessment validation; AND
- TAEASS502 Design and develop assessment tools; OR
- TAE40110 – Certificate IV in Training and Assessment, OR
- TAE40116 – Certificate IV in Training and Assessment, OR
- TAE40122 – Certificate IV in Training and Assessment
Once a member holds the above entry requirements and is ready to become a Probationary Assessor, email education@lifesaving.com.au for allocation of a probationary trainer award in Surfguard (if this is their first probationary assessor award).
Please do not raise a Form 14, this will be done by SLSQ.
Probationary Bronze Medallion Assessors will need to satisfactorily complete a course under the supervision of a qualified Assessor from that award. Usually, a first time Probationary Assessor will assist with one course as a probationary before running a formal course themselves.
Probationary IRB Assessors will need to satisfactorily complete both an IRBC and IRBD course (in any order) under the supervision of a qualified Assessor from that award.
After the Probationary Assessor paperwork has been processed by SLSQ, the candidate will become an Assessor.
If the Assessor does not hold a full Certificate IV they will require direct supervision from someone with TAE40110, TAE40116 or TAE40122 – Certificate IV in Training and Assessment.
Ongoing endorsement is dependent on the Assessor meeting all the following criteria:
- remaining proficient in the SLSA award and hold the current unit/s or qualification aligned to that award;
- remaining proficient in contemporary training and assessment practices and holding the relevant units of competency or qualification required in the Standards for RTOs; and
- attendance and active participation in the annual SLSQ TAF proficiency.
VET Accreditation Requirements
- Hold a current Certificate IV or TAESS401, TAESS402, TAESS403, and TAESS502
Additional Requirements
- Hold the SLSQ award they wish to deliver for a minimum of 12 months and must remain proficient in that award, noting that the 12 months may be more or less depending on experience and discretions of the RTO.
- Train a minimum of two (2) squads with a minimum of two (2) people in the award.
- Complete a minimum of two (2) probationary courses for each award to train. This usually consists of one (1) x observation course and one (1) x delivery course.
Paperwork/aXcelerate
- Ensure the probationary assessor is listed as a probationary assessor on the course in aXcelerate.
- The qualified supervising assessor is required to complete the SLSQ Probationary Assessor Observation Form (one form per course)

Processing
- The completed probationary observation forms should be given to the club or branch administrator and then sent to education@lifesaving.com.au for processing.
Skills Maintenance
- To maintain currency, members must attend an annual TAF Proficiency and skills maintenance sessions in the relevant awards.
