The Australian Qualifications Framework (AQF) defines the volume of learning as a guideline for the notional duration required for a learner who does not yet hold any of the competencies in a qualification to develop the skills and knowledge specified in the relevant units of competency or modules.
For Registered Training Organisations (RTOs), the volume of learning provides a benchmark to ensure training and assessment strategies are designed in a way that aligns with the complexity and outcomes of the qualification level. RTOs are expected to comply with AQF guidelines by implementing training plans that reflect an appropriate amount of training, consistent with the AQF’s expectations.
The AQF volume of learning serves as a reference point [not a fixed duration] but it supports RTOs in determining the appropriate length, structure, and intensity of a training program. It is especially relevant when designing programs for learners with no prior experience or transferable skills.
RTOs must develop and document delivery and assessment strategies that:
- Align with the AQF’s volume of learning expectations
- Take into account learner cohorts, their existing skills and knowledge, and any credit or recognition of prior learning*
- Ensure sufficient time is allocated to enable all learners to achieve competency
In practice, the volume of learning helps maintain the integrity, quality, and consistency of qualifications across the VET sector, ensuring learners are properly prepared for employment or further study.
