Carnival Formats
Carnival formats will be determined by the VSRL and the Boat Area Referees.
The VSRL has determined that, subject to entries and conditions, round robin racing will occur in all grades at VSRL Carnivals. Subject to entries a system of promotion and relegation may be used to ensure balanced representation in Open and Reserves grades. Entry numbers and conditions will determine whether each grade competes in rounds with points score to determine the winner, or heats with eligible crews through to a final. In the event that place racing is deemed to be the most appropriate racing format underage crews may enter the plate racing in addition to, or instead of the age grade. To be considered for state team selection underage crews will need to race in their age grade. Other examples of formats which may be used are:
- Rounds with point score to determine the winner
- Heats to finals
- Seeded plate racing
- Boat relays
- Any other format agreed upon by the Carnival Committee
Alley allocation for semi-finals
Nominated officials (generally the recorder and/or the Boat Referee) will draw alley positions randomly in the order of qualification for semi-finals.
For example, the 1st qualifier for the semi-final from the Round Robin will be allocated the first alley number selected randomly for semi-final number 1, the 3rd qualifier for the semi-final from the Round Robin will be allocated the second alley number selected randomly for semi-final number 1, the 5th qualifier for the semi-final from the Round Robin will be allocated the third alley number selected randomly for semi-final number 1 and so on.
This will be repeated for semi-final number 2 with the 2nd, 4th, 6th, 8th, 10th, 12th qualifiers.
Alley allocation for finals
This shall be a RANDOM draw conducted by carnival officials at the direction of the sectional referee.
Withdrawal from a Division
If after the commencement of racing a crew withdraws from a division, that crew shall not be entitled to continue in any other Surf Boat division for which it has been entered on that day.
Combined Club Crews
Combined Club Crews must report their status as composite at the time of entry by naming the crew “Combined Club (and the two clubs’ names)”. A crew must notify the Boat Referee in the situation that they will become a Combined Club Crew during the day of racing due to the need to replace members of the crew.
Combined Club Crews can compete in all rounds and finals of any division, including winning

Mixed crews
Mixed gender crews will be allowed to race within the Reserve Grade Male and U19 Male events for all Victorian LSV and VSRL events/carnivals including the VSRL Open and the Victorian Lifesaving Championships and allowed to win medal. The purpose of this rule is to assist clubs unable to enter single gender crews and allow participation.
