Carnival Meetings
Please note the following key points relating to carnival day procedures for officials:
- All officials and Team Managers must attend the morning briefing with the Carnival Referee and SEMC at the time specified in the relevant Circular
- All officials must sign on with their Area Referee by the time specified in the relevant Circular, with the Area Referee conducting the briefing for the Officials of their area
- Official role allocations will be determined by the Area Referee on the day, or prior to. Life Saving Victoria, Chief Referee, and Carnival Referee reserve the right to reassign officials’ roles when deemed necessary.
- Club official ratios are based on the number of competitors entered. Clubs should be mindful that official requirements will not change if competitor numbers are lowered as officials will be pre-allocated positions prior to the carnival.
- Clubs can arrange for substitute Officials from other Clubs to sign on, on their behalf provided these officials have not signed on as part of another Club’s Officials’ requirements.
- Random checks may be taken to ensure Officials remain on duty. Officials’ duty is for the entire carnival unless a replacement has been organised.
- Team Managers may not enter all their club volunteers into the same area but must spread them across several areas.
Warm Up
No competitor shall enter the competition area prior to any events. A separate warm-up area will be established outside the competition areas as determined by the Safety and Emergency Management Coordinator and Chief Referee. The warmup area will be identified by feather flags which will be clearly set on the beach. Athletes must endeavour to stay inside these flags.
In accordance with the Surf Sports Manual, competitors must be wearing a high-vis singlet and club competition cap when undertaking any warm up or cool down in the water.
For junior & youth areas, clubs must ensure that they meet water safety requirements before U8 – U14 competitors enter the water during warm up. Water safety personnel must have the correct rescue equipment such as a (rescue board / tube, high vis vest). Clubs and or individual competitors who fail this requirement will be referred to the Carnival Disciplinary Committee.
Competitors must follow the instruction of officials at all times. If competitors are instructed to vacate the warm up area by the Carnival Referee, SEMC or any safety personnel, they must immediately leave the water.
Junior Events
All events will be run in accordance with the Surf Sports Manual or Life Saving Victoria’s Local Rules as well as all current circulars and bulletins issued by Surf Life Saving Australia and Life Saving Victoria. For a full description of events and rules please refer to manual linked above.

Senior Courses
For Youth and Senior Carnivals (all events), courses will, as far as practicable, be as per the Surf Sports Manual, however other nominated carnivals may run with a modified course format.
These courses are designed to be as flexible as possible, and to assist with the adjustment of courses as the tide rises and falls to make racing as efficient as possible.
Marshalling
Team Managers are responsible for ensuring their competitors attend marshalling on time and in the correct location (s).
Events will not be delayed due to competitors not attending marshalling on time. As per section 2.17(b) of the Surf Sports Manual, competitor may be disqualified for failure to comply with the directions of the Marshall.
High-Vis Vests
High visibility vests must be worn in accordance with Section 2.5 of the Surf Sports Manual.
As part of the Championship entry fee, entrants will be provided with an Engine high visibility lycra vest. For any finals, it is a requirement that all athletes will wear the provided vests while competing at any state championship event. Use of any other vest outside of this will be by exception only.
Note: Blue or Orange vests cannot be worn at any Carnival, including during warm-up. Additionally, competitors will be removed from the marshalling area if their hi-vis vest is deemed too faded.
Competing Unfairly
All competitors are reminded of the Competing Unfairly section 2.29 in the Surf Sports Manual.
Pennants, Ribbons and Medals
Pennants will be awarded at beach only and all senior summer carnivals.
Ribbons will be awarded at all junior summer carnivals
Medals will be awarded at all Victorian State Championships.
Photography
As a condition of entry for all LSV carnivals, any images captured by official LSV photographers (inclusive of competitors and attendees) will remain the property of LSV and may be used in LSV promotional materials.
Important information photography information
- Any person wishing to photograph at an LSV carnival must obtain a Media identification wristband that must be worn for the duration of the event.
- Media wristbands can be obtained by registering at the Life Saving Victoria Administration tent.
- Proof of a valid Working with Children Check or a current Victorian Institute of Teaching Card (which is linked to WWCC refer link) must be provided at registration. Please refer to WWCC FAQ for further information.
