This infotype stores data pertaining to the staff member’s assignment.
This infotype cannot be skipped.

It consists of the three following sections:
• Organizational Assignment: non-editable information related to the characteristics of the Position derived from infotype (0001).
• Movement/Travel Requirements: indicates whether the Organization arranges for the Staff Member’s travel and displays the entitlements associated with the travel. This information is for record purposes only and does not generate payment of these entitlements to the Staff Member.
• Position Occupancy Details: includes the Expiration and Position Occupancy Clock.
The Expiration field is used to enter the end date of the temporary movement (assignment, loan or secondment) or SLWOP and only appears in Temporary Movements PAs. The Position Occupancy Clock indicator provides a way to record Staff Members’ position occupancy durations. It is one of the key factors in determining their participation in managed mobility.

Reason for release
Position Occupancy Detail is an enhanced configuration necessitated by the implementation of Managed mobility (ref. Section 15.2 of ST/AI/2016/1 dated 28 December 2015 on Staff selection and managed mobility system). The objective of this enhancement is to provide a way to record Staff Members’ position occupancy durations, which will be one of the key factors in determination of Staff Members’ participation in managed mobility.

  • Section 1 provides the definition of Position Occupancy Limit:
    • Maximum position occupancy limit: the maximum period of time a Staff Member is normally allowed to serve in a rotational position. The maximum position occupancy limit shall be seven years for duty stations classified as H and A, four years for duty stations classified as B and C and three years for duty stations classified as D and E, as established by the International Civil Service Commission;
    • Minimum position occupancy limit: the minimum period of time a Staff Member is normally required to serve in a rotational position prior to choosing to participate in a managed mobility exercise. The minimum position occupancy limit shall be two years of continuous service in a position in duty stations classified as H, A, B and C, and one year of continuous service in duty stations classified as D and E as established by the International Civil Service Commission

Procedure Change
IT 3344 is part of the infogroup when processing a good number of HR PAs, namely onboarding (initial appointment, reappointment, reinstatement), permanent movement (reassignment, transfer, promotion) temporary movement (assignment including temporary grade, temporary promotion, interagency loan), loan w/in Umoja entities and secondment, contract extension/renewal, modify post incumbency, special leave without pay, or separation.

The Position Occupancy detail is a new mandatory section in the NPO Assignment infotype (IT3344) in Umoja’s PA module specifically designed to record how the current movement affects the position occupancy limit for purposes of implementation of managed mobility.

New section in IT3344 – Position Occupancy Detail

  • HR Partners who have access/means to update IT3344 will be required to maintain this section.
  • In IT3344, both fields Expiration and Position Occupancy Clock are mandatory, and under the new configuration, the system requires users to update these two fields first before completing other sections in the infotype. The expiration field is used to enter the end date of the temporary movement (assignment, loan or secondment) or SLWOP and only appears in these PAs. If the expiration field appears, start with this field and then proceed to the Position Occupancy Detail. If there is no expiration field, start with the Position Occupancy Detail. If you do not complete them in this order, you will get an error message

Position Occupancy Clock – This field is used to specify how the current movement affects the position occupancy duration.

Options:

  • Reset – Used for
    • onboarding (initial appointment, reappointment and incoming interagency movements); or
    • permanent movement (transfer, promotion and reassignment only) PAs to show that the Staff Member occupies a new position which resets the position occupancy clock count to 0.

When this is selected, a new position occupancy number will be automatically assigned by the system upon saving the infotype. This number serves to track the length of the post occupancy even if it spans over various HR movements.

  • Resume/Continue – Used upon
    • contract extension/renewal on the same position or when the position changes for administrative purposes but the functions continue to be the same;
    • start of a temporary movement (assignment, loan or secondment) or SLWOP with a duration of less than a year; or
    • return from temporary movement or SLWOP, regardless of the duration to signal that the position occupancy clock continues from the count initiated on a previous position.
      When this option is chosen, the Position Occupancy Number field (containing the Umoja generated number created to track assignments) becomes active for selection. Click dropdown to display a pop-up window displaying all previous IT3344’s Position occupancies, if any, together with the movement type (PM, TA, SL, etc.), and the Start and Expiration date of the period, plus the duration (in months & days).

When you select Resume/Continue, always pick the last record that has an expiration date of 31.12.9999 and then click to confirm selection. The Umoja generated selected position occupancy number will then display in the Position Occupancy Number field.

  • Suspend – Used upon
    • start of temporary movements or SLWOP with a duration of one year or more; or
    • extension of temporary movements or SLWOP when the total period of assignment or SLWOP adds up to one year or more to temporarily suspend the position occupancy clock.
  • Not applicable – Used for Staff Members who are not subject to managed mobility.
    This includes employee group-subgroup 2 through 6:
    • 2 (local staff);
    • 3 (Conference Language Staff);
    • 4 (WAE);
    • 5 (Special Staff);
    • 6 (R/NR Loan to UN);

As well as certain staff within employee group 1:

  • JPOs
  • 1-GI (International GS);
  • All international staff with temporary appointments; and
  • P2 and P3 international language staff.

Not Applicable should be selected for all separation PAs

Once the Position Occupancy Detail information has been completed as per the instruction above, complete the remaining fields on this infotype following the standard instructions for the PA you areprocessing as indicated in the relevant job aids.
