Employees Prohibited from Signing Contracts

All MHRD employees are prohibited from signing any contract offered by a vendor. The power to sign and execute contracts after board approval, if applicable, lies with the Board President and the Board Secretary. The Morris Hills Regional District shall consider contracts signed by an employee non-binding, with the employee accepting full responsibility for the costs of the contract.

All contracts should be submitted through the BOSC; please use the following as your guide.

Reimbursements; Employee

The Board of Education only recognizes an employee reimbursement request pertaining to tuition reimbursement, pre-approved travel, meals, and conferences. The Board will not reimburse employees for items and goods personally purchased by the employee.

Student Activity Accounts

Purchases made through Student Activity Accounts may not be reimbursed with Board funds. Purchase orders made payable to Student Activity Accounts for the aforementioned purpose will not be signed by the Purchasing Agent.

Private Purchases

Goods and services procured by the Board of Education are exclusively for the use of the board and, if applicable, other public and non-public schools. These goods and services are purchased through the signed purchase order process. Employees of the Board of Education are prohibited from purchasing goods privately and/or services of the vendors’ bid prices and quotation prices to the board of education.
