ActiveControl Transport Forms are typically created via one of two ways:

1) Manually in the SAPGUI, by the Transport Owner making the change.
2) Manually in the Web Platform. (this is the required way for non-ABAP systems where there are no ActiveControl screens presented in the system)


Depending on the setup of ActiveControl, Transport Forms are populated in the SAPGUI either at the time of first adding an object to a transport (via SE38, PFCG etc), or at the point of trying to release the transport (via SE09/SE10 etc). This is controlled by the SAPGUI Active Functions detailed later later in this Administration Guide.

ActiveControl Transport Forms are created and maintained by authorised users in the Web Platform, via the Transport Form app tile.
