Analog Potentiometer with Minimum Speed Divider
A voltage dividing resistor circuit can be used so that when the potentiometer is set to 0, there is a non-zero minimum speed for the motor when a RUN signal is applied.
Here are some resistor values to get some common minimum speeds when the potentiometer is set to 0:
