Missing: Lightning Conductor Web Part site collection feature

Symptom:

When trying to activate the Lightning Conductor Web Part site collection feature, it is not listed on the Site Collection Features page.

Resolution:

Deploy the Lightning Conductor solution to the Web application where the site collection lives.
